We wish to respond to the deposing of Dr. Milan Stanojkovic, who was until very recently the Director of the Special Psychiatric Hospital “Gornja Toponica” and the Center for Community Mental Health ‘Medijana” in Nis.
We consider this issue to be of tremendous importance to the colleagues in professional, scientific and advocacy circles. The institution managed by Dr. Stanojkovic engaged in meticulous reforms and have been turned into exemplary institution during his management. Clearly the hospital and the community mental health center are examples of good practice in the region, which has been confirmed by statements from several experts from the Project for Mental Health supported by the Stability Pact, as well as others.
We are reminding you that the reasons for deposing Dr. Stanojkovic are contrary and show a disregard for doctrinal procedure. The reasons don’t refer to his professional engagement or on the functioning of the institutions managed under his care. Through an unbalanced media campaign and in the court of public opinion formed by that campaign, and while he was absent on a business trip, Dr. Stanojkovic was presented as an abusive monster. Only after he was deposed were these allegations exposed as unfounded and a thinly veiled attempt at character assassination. Prior to his deposing Dr. Stanojkovic was not offered a chance to defend himself and expose these allegations as unfounded and slanderous. These events have damaged his professional and personal integrity and honor. This event has greatly compromised mental health reforms in Serbia. After an example like this, who would dare to introduce reforms in the psychiatric hospitals of Serbia or in public health care institutions?!
Due to these facts, we, who have signed below, are suggesting you form a Professional Commission as soon as possible which will establish the real situation in “Gornja Topaonica” and “Medijana”. The Professional Commission should be independent and should include international experts who should be able to give recommendations for further promotion of care for patients in such institutions.

Community Mental Health Center “Mediana” (CHMC) is the pilot project in Serbia, created within the Stability Pact Project of the European Union. It started with the work from June 2005, and already became one of the main part in regional network of Community Mental Health Services.
CHMC is a part of the Special psychiatric hospital in Gornja Toponica near Nis, Serbia. As the pilot project in our country and town of Nis, it covers the largest towns’ community called Mediana, with about 200.000 citizens in it. It is located in the town, attended to be closer to the users. The work is organized within three multidisciplinary teams. The doctors (psychiatrists) in the teams are also working in the hospital, providing continuity of inpatient-outpatient mental health care.
The organization of CHMC is divided on several parts: Ambulatory service, Daily hospital, Home visit service, Psychotherapy service, Psychosocial rehabilitation service. Also, the important thing in our work is intersectorial collaboration with Center for social work, Public health center, and other psychiatric institutions.
Almost one–year experience in working encourage us to work further more in developing one more center in second community of Nis. We found out significant differences in out patient care, comparing with the previous work, new quality of relationship between patient and the therapist, so we see in the future this kind of work as the only way of resocialisation of the psychiatric patients.

Serbia adopts National mental health strategy

The strategy should improve preventative treatments and the quality of life for patients, according to the Associate Minister of Health Sneana Simi. She added that the state set aside 12.4 million euros for the reconstruction of mental health care institutions. Vojislav Aura, Vice President of the National Committee for Mental Health said that the major goal is to adjust the system to contemporary concepts of mental health, remarking that Serbia has its own specific problems. The system should be organized and adapted to the needs of people suffering from mental illnesses, and should help the patients integrate into their local communities as much as possible. The number of people diagnosed with depression andpsychological trauma has increased, which is easy to understand if we considered all the turbulent events in our recent past, Simi said. The President of the National Committee for Mental Health said that 27 percent of Serbian citizens showed signs of post-traumatic stress disorder and warned that the number of people seeking mental health-care rose by 13 percent from 1999 to 2002.
